Planning Offices

The Division of Transportation Planning consists of nine offices that carry out different planning functions for Caltrans and its partners.

Office of Advance System Planning (OASP) - This office deals with Caltrans long-range planning for interregional transportation in addition to statewide travel analysis. These long range planning documents help identify current and future deficiencies on the State Highway System as well as recommended solutions to meet mobility goals.

Office of Community Planning (OCP) - Community Planning was created to address a statewide need for community-sensitive approaches to transportation decision-making. A primary goal of OCP is to enhance the department's leadership role in the development of community-based transportation planning. Another primary goal is to enhance our land use partnership with public agencies through the Local Development-Intergovernmental Review (LD-IGR) Program.

Office of Goods Movement (OGM) - This office develops strategies, policies and methodologies that work to improve the freight transportation system in California. The freight system in California includes truck, rail, air and seaport industries and is a vital connection between producers and consumers within the state, nationally, and internationally.

Office of Policy Analysis and Research (OPAR) - The Office of Policy Analysis and Research promotes context-sensitive planning and equity in transportation and efficiency in transportation systems and operations. The activities focus on non-traditional areas of transportation, particularly Transportation Energy; Title VI and Environmental Justice; Advance Technology and Intelligent Transportation Systems; Strategic Financing, and Planning Regulations. The Office conducts special studies and provides consultative services on these and related areas to planners, policy makers and transportation communities.

Office of Professional Development (OPD) - The Office of Professional Development (OPD) provides oversight and direction in professional development and technical assistance for districts statewide and all divisions reporting to the Deputy Director, Planning and Modal Programs. * Adopt-a-School * Exams * Field Academy * Planning Academy * Planning Horizons * Planning on Track * Planning Phone Roster * Recruitment Program * Rotation Program * Scholarship Program * Senior Forum * Student/Volunteers * Training Courses & Technical Assistance

Office of Projects/Plan Coordination (OPPC) - This office increases the level of coordination between Planning and other functional areas to help ensure that projects run smoothly between the different phases necessary to construct a project. Managing and monitoring resources for initial project documents and managing the planning studies is essential for smooth project delivery.

Office of Regional & Interagency Planning (ORIP) - This office actively engages in the regional transportation planning process with California's Metropolitan Planning Organizations, Regional Transportation Planning Agencies, Federal, State and Local government agencies. The office also administers funding, advocates Caltrans regional interests, provides legislative comment, and works to incorporate interested parties, such as Native American Tribal Governments, and advocacy groups in the transportation planning process. Participation on special projects such as the Tri-Agency Partnership and the Partnership for Integrated Planning: Merced Pilot are collaborative planning efforts undertaken by ORIP.

Office of State Planning (OSP) - This office builds and maintains partnerships within the Department and with other governmental agencies and the private sector to ensure a safe, sustainable and efficient transportation system. The office's major responsibility is the preparation of the state's long-range transportation plan - the California Transportation Plan.

Office of Transportation Economics (OTE) - This office provides transportation decision makers with expert research, analysis and information to ensure productive and efficient use of public resources.
