Joan Sollenberger

With over 16 years at Caltrans, Joan currently serves as the Statewide Manager of Transportation Planning. This position oversees Caltrans’ overall development of policies, plans, and programs for transportation planning, including system and regional/interagency planning, the California Transportation Plan, goods movement, as well as new special emphasis areas such as Community Planning, Environmental Justice and Native American Government to Government relations. A foundation of the planning work at Caltrans involves improving statewide linkages between transportation, air quality and land use decisions. Previously, Joan has also developed statewide transportation policy which supports community livability including high density housing near rail transit, long range transportation corridor planning, and has dealt with statewide bus and rail transportation issues.
