CONSTRUCTION BEGINS ON FOURTH BORE OF CALDECOTT TUNNEL
Oakland – Caltrans today announced that work has started on the fourth bore of the Caldecott Tunnel on State Route 24 in the Oakland Hills. The four-year, $394 million project will relieve traffic congestion for more than 150,000 commuters daily and is partially financed ($197.5 million) by President Obama’s American Recovery and Reinvestment Act of 2009 (Recovery Act). This project is beginning sooner than expected thanks to Governor Arnold Schwarzenegger’s efforts to expedite Recovery Act funding.
“We went to the federal government and secured Recovery Act funding to jump start this project,” said Governor Schwarzenegger. “This project is a perfect example of creating jobs for hardworking Californians while improving California´s transportation infrastructure.”
The project will link Orinda to Oakland. When completed in 2014, the new northern bore and the existing northern bore will carry westbound traffic, while the two southern bores will carry eastbound traffic.
“The new configuration will eliminate the need to reverse the traffic direction in the existing center bore twice a day to accommodate morning and evening commuters, ” said Caltrans Director Cindy McKim.
The project is a partnership between Caltrans, the Contra Costa Transportation Authority, and the Alameda County Congestion Management Agency. In addition to Recovery Act dollars, the Fourth Bore Project is funded with other federal, state, regional, and local funds.
“Voters in Contra Costa County made this project a reality when they passed Measure J,” said Maria Viramontes, Chairperson of the Contra Costa Transportation Authority. “ Measure J provides nearly 30 percent of the project´s funding. Without it, there would be no Fourth Bore Project.”
The key feature of the second major construction contract is the Battery Tunnel, one of two short tunnels that will enhance the connection between the Presidio and Crissy Field. The top of the tunnel will ultimately provide a connection between the upper Presidio and Crissy Field area with new pathways and pedestrian and bicycle trails. “This project will dramatically reduce congestion for Alameda County residents who make the reverse commute into Contra Costa County on weekdays,” said Mark Green, Chairperson of the Alameda County Congestion Management Agency. “It will also help reduce backups on weekends when traffic tends to be less predictable.”
