Inquiry #2: The project "Amendments to Standard Specifications" added section 6-1.085 Buy America. I do not see a Federal aid number within the specifications.

Please confirm that this project is NOT subject to the "Buy America" material requirement for steel products.

Response #1:SSP 6-1.085 Buy America is an amendment to the Standard Specifications. Since there is not Federal Aid, this section does not apply.

Inquiry #3: There are a substantial amount of trees within the right of way not shown on the plans that will conflict with the proposed improvements. Are these to be removed by others prior to starting work or is it the Contractor’s responsibility to remove them?

Inquiry #4: Stage 1 construction has the Contractor building the north side of SR 216 (WB) with EB & WB traffic on the south side of SR 216 (EB). Between Sta. +/- 33+00 – 43+00 and Sta. +/- 54+00 – 62+00 the pavement is not wide enough to carry 2 lanes as shown on Stage Construction plan sheets SC-2 thru SC-4. Will the Contractor be paid to construct temporary pavement to accommodate traffic as shown on the Stage Construction plans?

Inquiry #7: Is it the intent to require Method Compaction for the HMA (Superpave) on this project? Based on the first paragraph on Page 135 of Section 10-1.30, Hot Mix Asphalt (Superpave), Method Compaction would not apply because the specified thickness is over .20’.

Inquiry #8: HMA Sction 10-1.30:

This project has a Quality control binder of plus or minus 0.3%. Per the Rock Products Committee the binder tolerance has been adjusted to plus or minus 0.5% (Section 39 Superpave 02-09-2013). Will there be an amendment to address this change?? If not will there be a no-cost change or Construction Policy Directive to address this change post bid?

Inquiry #9: Per Addendum #2 on Sheet Q-2 and Sheet C-7 15.5CY and 15.5TN (respectively) of conc curb (Type A2-6) are shown. Sheet C-8 also shows a curb to be installed, but it is Type (B1-6). Which curb is to be constructed type A2-6 or B1-6, and which qty is the state using 15.5 TN or 15.5 CY?

Inquiry #11: The typical sections and cross sections show the existing Cold plane asphalt at a depth between .4' and 1'. If the section is at .4' thick will the underlying section need to be processed, or can it simply be rolled and paved over?

Inquiry #12: In phase 6 it appears that a portion of the cobble median and curb and gutter on Lover's lane is to be removed and a B1-6 is to be placed cleanly next to the Cobble median that is left in place. How is the state paying for the Cobble median that will be placed back, as their will not be clean lines to butt the new Curb and gutter against?

Response #2:Care should be taken when removing the necessary portion of the Cobble median. Any necessary repair should be included in the price to place the B1-6 curb.

Inquiry #14: There is an existing decorative masonry wall with rolling steel gates at +/- Sta. 9+20 that appears to be within the R/W based on the stakes currently placed. What is to be done with this? It does not show on the plans.

Inquiry #17: The staging plans are lacking. There is not a item for temporary striping. Since traffic will be pushed to different lanes for construction, how does Caltrans wish to handle this item? Nor is there an item for channelizers. I would think at the very least there would be a quantity and a pay item for theses item.

Inquiry #26: On the staging plans for the above referenced project there are 8 stages identified and subsequent traffic handling plans. However it does not appear that there is any temporary striping or removal. Is Caltrans going to quantify the traffic handling temporary striping item and add the appropriate bid items??
