Inquiry #2: 1. There are several bridges on this project that have approach slabs that have significant settlement. Will there be an upcoming contract to address this problem? If not, how will the profilograph testing be performed after the pavement has been completed?

2. The HMA specified for the digouts and dike mix on this project calls for Superpave mix. Is there a reason why this material cannot be conventional HMA?

3. Based on information provided at a Caltrans sponsored Long Life pavement symposium in September of 2012, it was stated that although an independent lab may be able to provide a Superpave mix design within 2 to 3 months, Caltrans verification & approval may take up to six months to complete. Under Section 8-1.04G of the special provisions, it states that contract time will start either by July 1, 2013 or when funds become available through the 2012-13 FY Budget Act. In light of this, and in view of the constraints of getting an approved mix design, when can we anticipate that the actual contract time will start?

Response #2:a) Replacement of the approach slabs were not part of the scope of this project. Currently, there is no other project programmed to replace the approach slabs.

b) Per section 39-1.01C(1) A JMF is not required for dike. Please see section 39-1.02A for Dike material requirements. Please bid per plans and specifications.

HMA (Type A)-SP: Please bid per plans and specifications.

c) The District 4 lab has all the new equipment to verify the mix design and the staff has been trained and certified. The private labs also have the ability to perform superpave mix design and QC testing. So, the mix design approval should take relatively short time. Therefore, the anticipated contract time depends upon the Budget approval, most likely by July 1, 2013.

Inquiry #3: As this is the first Superpave pilot project in District 4 we can assure you that most contractors and material producers have not yet developed any level of comfort with the design and production of RHMA-G-SP. We don’t believe that 16 business days (date of advertisement to date of bid) to design and have all testing completed for the RHMA-G-SP JMF is a realistic goal and is not in the best interest of the Department. Is any consideration being given to postponing this bid opening to a later date in May?

Inquiry #4: There are at least 24 on & off ramps that are to be ground & repaved on this project. Since this grinding & paving operation is significantly slower than the mainline operations, please provide either layout drawings specifying the limits & widths of the ramps or a quantity of grinding & paving for each of the six interchanges within the project limits so that we can accurately estimate the time needed to perform this work. Two typical sections are insufficient to determine the actual cost of this operation.

Inquiry #5: Section 37-5.03 addresses crack sealing and states that the crack reservoir is to be 3/4" wide by 1" deep. This definition appears to indicate that all cracks are to be routed. Since the crack sealing is to be done after the cold planing and immediately before paving, how is it realistic for the Contractor to be expected to rout cracks & seal them prior to paving? This is going to control the entire operation and is an unrealistic spec.

Inquiry #6: In question #1c, you answer that contract time will start "most likely" by July 1, 2013. But in Special Provision Section 10-1.03, it states that "No work is allowed on 580 from postmile 0.0 to postmile 5.5 from July 1st to September 15". If that is the case, is this anticipated to be a 2014 contract since we may not have enough time to finish the project this year before weather or temperature restricts us?

Response #2:July 1, 2013, is the anticipated time for the project's funding to be approved. Contractor can start work after September 15th and if the construction is not finished because of weather, the work can resume on the next paving season.
